October 9, 2025 ELRC Region 5 Kicks Off Winter Coat Program on October 14 Families can visit Early Learning Resource Center Region 5 starting Tuesday, October 14 to receive free winter coats for their children. Learn More The coats are available for families while supplies last as part of a partnership between ELRC Region 5 and the Pennsylvania Department of Human Services. Children and their families can pick up their coats at: ELRC Region 5 304 Wood Street, Suite 400 Pittsburgh, PA 15222 The office is open from 8 a.m. to 4:30 p.m. on Monday through Friday.
