The University of Pittsburgh is seeking a Director responsible for strategically directing and overseeing the University Child Development Center and its integral placement within the University community. Earn an ECE Degree at No or Low Cost

Are you looking to earn an early childhood degree or credential at low or no cost? The Early Childhood Education (ECE) Apprenticeship Program can help. Interested applicants should fill out the Apprenticeship Interest Form.

What is the ECE Apprenticeship Program?

The ECE Apprenticeship Program is a learn-as-you-earn career pathway that helps early learning professionals in Allegheny County earn a CDA Credential or Associate’s Degree while maintaining employment at an early learning program. The program is employer-driven and flexible in meeting Apprentices’ needs.

Apprentices choose courses based on what fits in their lives and schedules and are matched with a skilled Coach who offers additional guidance, structure, and support. Join us to advance your career and elevate the important work of early childhood.

How is the program structured?

The program includes two main elements:

Most courses are offered through a synchronous model like Zoom or an asynchronous model like an online class or platform. However, in-person classes will be available in Fall 2021. Apprentices decide which learning format works best for their learning needs and schedules.

What does the program hope to achieve?

The program offers continuing education opportunities to early childhood educators and encourages a community of learning by building relationships between Apprentices and Coaches. Research shows that having well-educated, well-compensated, and supported early childhood educators:

  • reduces turnover in the field,
  • positively impacts work climates, and
  • creates a diverse, skilled workforce that is able to serve children of a variety of needs and backgrounds and work with families as partners in their child’s early education.

To support the healthy development of children and families, Pennsylvania must support the education, retention, and career advancement of professionals in the early childhood field. This program offers a pathway to do that.

Who is the ideal candidate?

This program is ideal for child care staff in Allegheny County who are looking to continue their education in early childhood or child development at low or no cost. Employers will be responsible for supporting Apprentices and Coaches in their work.

Frequently Asked Questions

Is there a cost to participate?

The program provides education and materials to professionals at no or low cost. It depends on what funding is available to support the purchase of textbooks, coursework, and other materials.

What does a typical week look like?

During a typical week, Apprentices continue the important work they do with children and families at their child care center and attend class one day per week (typically at night). Apprentices also meet with a skilled Coach one night per week to talk about the coursework and how the educator will implement what they learned into their classroom.

Can I receive credit for courses I completed in the past?

Yes! Our friends at CCAC do a great job at pulling any credit hours they can for our Apprentices (even if those credit hours were earned several years ago in a different field of study). This reduces the time Apprentices spend in school to meet their required credit hours.

What do Apprentices complete?

Apprentices sit through an initial orientation to hear program details, discuss professionalism, and build relationships with program staff and other Apprentices. From there, professionals will register for and complete courses through CCAC and complete on-the-job learning hours in their center.

CDA-Level Apprentices complete 2,000 on-the-job learning hours in their center, which is very manageable throughout the course of their coursework. Associate’s-Level Apprentices complete 4,000 on-the-job learning hours in their center.

How does this tie into NAEYC’s Professional Standards and Competencies?

The program also focuses on helping professionals achieve NAEYC’s Professional Standards and Competencies for Early Childhood Educators. Our Coaches meet with Apprentices to discuss what they are accomplishing in the classroom, set professional goals, and mark when the Apprentice accomplishes a goal/competency.

How did this program get started?

Sponsored through the 1199C Training and Upgrading Fund, the ECE Apprenticeship Program was designed to streamline a career pathway for educators and reduce barriers to higher education (financial challenges, time responsibilities, etc.). Whether an early learning professional is looking to obtain a CDA Credential or Associate’s Degree, this program was created to help.

How is this program unique?

The ECE Apprenticeship Program is the only registered apprenticeship opportunity in Southwestern Pennsylvania that provides an Associate’s Degree track in early childhood education. Our program is also early childhood focused, which is still a very new thing in Pennsylvania.

What is Trying Together’s role? Who are the partners?

Trying Together uses our amazing network of child care providers to complete the early childhood work, provide professional development, and oversee the general operations of the program. We have partners at Partner4Work, which is a workforce development agency in the Pittsburgh area, and Literacy Pittsburgh, which offers resources to our students, including tutoring and additional support. Our partners at CCAC provide all of the coursework.

The Allegheny Child Care Finder Tool now has a new filter to search for available child care in your school district. When navigating the finder tool, the school district filter can be found by choosing “More Filters”.

About Allegheny Child Care

Allegheny Child Care is a unique pilot project that was developed to support the care and education needs of families. Caregivers and parents of young children can search available spots at all early learning, after school, summer camp, and virtual programs in Allegheny County in real-time with the Allegheny Child Care, After School, and Summer Camps finder tool.

The Allegheny Child Care initiative is: managed by Trying Together in partnership with the Allegheny County Department of Human Services, and Allegheny Partners for Out-of-School Time (APOST, an initiative of the United Way of Southwestern PA); with additional support from the City of Pittsburgh; and was developed in collaboration with Child Care Aware of AmericaThe Heinz Endowments, and technology partners BowtieBrightHive, and BridgeCare.

Strengthening Business Practices for Child Care Providers

The National Center on Early Childhood Quality Assurance, in partnership with the Office of Child Development and Early Learning (OCDEL) and the PA Key, is offering a new curriculum series, Strengthening Business Practices for Child Care Programs.

The training content and activities are designed to strengthen child care providers’ foundational knowledge of sound fiscal management and business operations.

The series contains four modules:

  • Budgets, Projections, and Planning

  • Financial Reports and Internal Controls

  • Marketing for Child Care Programs

  • Staff Recruitment and Retention for Center-based Child Care Programs

There are two versions of this series: one for center-based providers and one for family child care (based) providers. Sessions will begin as early as November and as late at February. See this flyer for session dates and registration details.

One-Year Extension for Keystone STARS Designations

Beginning October 1, 2021 and through Sept. 30, 2022, the Office of Child Development and Early Learning (OCDEL) will grant one-year extensions to current Keystone STAR designations.

Designation Extensions

Pennsylvania’s ECE programs are struggling and facing concerns of losing their Keystone STARS rating due to the difficulty in finding and maintaining a strong, qualified work force. The one-year extension is meant to alleviate the stress on programs in completing full Keystone STAR designation renewals and annual paperwork renewals.

Extensions will allow programs additional time to engage in thoughtful discussions with their current staff, the Early Learning Resource Center, and their Professional Development Organization, to plan for future staff professional development (PD) and education needs.

Designation extensions will also allow programs to focus on COVID-19 mitigation efforts and American Rescue Plan Act (ARPA) Stabilization Grant applications.

OCDEL will use the additional time to analyze data and trends related to the ECE staffing crisis and better prepare for the field’s future needs.

Expectations for Programs

Keystone STARS programs will be expected to maintain all quality activities related to the STAR level at which they are currently designated during their one-year extensions. The following expectations will be in place for STAR programs:

  • STAR 2, 3, and 4 programs must maintain all required STAR 2 quality activities

  • STAR 3 and 4 programs must also maintain the two STAR 3 and 4 required quality activities

  • The three-year cycle associated with Internal Assessment Processes will not be affected by the one-year STAR extensions. STAR 3 and 4 programs should continue to work with their Quality Coach and member of the Program Quality Assessment team to ensure they are completing their IAP.

Any lapses in maintenance of the required quality activities could result in an appropriate action to a program’s STAR designation including a Status Review, Reduction, Suspension, or Removal. During the extensions, ELRC Quality Staff will continue to respond to complaints from parents and/or other community stakeholders regarding programs. Subsequent actions may include those outlined in the Keystone STARS Status Review, Reduction, Suspension, and Removal Process.

During the one-year STAR Designation extensions, programs are encouraged to engage in quality improvement activities with the ELRC, which will ensure they are continually pursuing excellence and will be fully prepared to resume all designation activities following the extension period.

Certificate of Compliance

Programs that have been placed on a provisional certificate of compliance (CoC) through the Department of Human Services (DHS) due to certification violations will continue to have their STAR designation suspended while on a provisional CoC. When the program regains their regular CoC, their STAR level will be restored to their previous STAR level (providing the STAR did not expire while on the provisional CoC) with the previous STAR designation expiration date and will not be granted a one-year Keystone STARS extension. These programs will be required to meet all applicable 2020 Keystone STARS Performance Standards for their STAR level at time of designation.

If a program’s current STAR expired while on a provisional CoC, the program will be moved down to a STAR 1 when a regular CoC is granted. To move up in STAR levels, the program will be required to meet all applicable 2020 Keystone STARS Performance Standards and, if successful in moving up, will not receive a Keystone STARS extension of the new STAR level.

Opting in for Normal Renewals

Programs that want to renew their STAR level as scheduled should reach out to the ELRC Region 5 at least 30 days, and up to 90 days, prior to their current STAR expiration date and communicate their desire to complete their designation renewal as normal. Programs who choose to forego the one-year extension will not be able to request a one-year extension at a later date.

Moving Up a STAR Level

Programs that want to move up in STAR levels will be able to do so using the current 2020 Keystone STARS Performance Standards. In order to move up in STAR levels, programs will be required to meet all quality indicators at the respective STAR level to which they are attempting to move. These programs should reach out to the ELRC Region 5 for guidance and next steps in moving up.
