September 11, 2020 Keystone Scholars Helps Families Save for Higher Education In 2019, the Pennsylvania Treasury Department started investing $100 for every baby born or adopted in Pennsylvania to be used for the baby’s future higher education expenses through a new program called Keystone Scholars. About the Program To encourage families to plan early for their child’s future education, Keystone Scholars will provide $100 to all babies born or adopted in Pennsylvania on or after January 1, 2019. With Pennsylvanians currently having the highest debt load per person of any state in the nation, Keystone Scholars is meant to help families jumpstart their education savings as soon as possible. Studies show that a child with education savings is three times more likely to enroll in a two- or four-year college and is four times more likely to graduate. The $100 will be invested by the Pennsylvania Treasury Department and will grow through the years right alongside your child. The Keystone Scholars account can be used for qualified expenses when your child pursues education after high school. These expenses include tuition, fees, books, and more at vocational and technical schools, community colleges, two-year colleges, and four-year colleges. Eligibility All children born to or adopted by a Pennsylvania family on or after January 1, 2019. Requirements The child must be a Pennsylvania resident at birth and at the same time that Keystone Scholars funds are used. For babies born in or after 2019, families must create a PA 529 College and Career Savings Program Account in their child’s name before using funds from their Keystone Scholar account. Funds not used by the beneficiary’s 29th birthday will be returned to Pennsylvania’s Treasury Department. Registration To register, visit the Keystone Scholars website. (Teacher Education And Compensation Helps) Scholarship. Eligibility The Pennsylvania Child Care Association (PACCA) offers a variety of T.E.A.C.H. scholarships to meet the needs of the early care and education workforce in center and home-based settings. Eligible applicants must: work a minimum of 25-30 hours per week directly with children in a DHS-certified child care program; make $19 or less an hour ($25 or less per hour for directors); and be interested in pursuing coursework at a participating college toward a degree or credential in early childhood. Scholarship awards are dependent upon the availability of funds and priorities of funders. Other eligibility criteria may apply are subject to change without notice. See the brochure. Application Details To be considered for the Fall 2020 semester, T.E.A.C.H. applications must be completed and submitted with all required documentation by Friday, August 7, 2020. PACCA will continue to accept applications on an ongoing basis, however, incomplete applications and applications received after this date will not receive priority for consideration. December 10, 2019 PDE Releases New Family Engagement Framework The Pennsylvania Department of Education (PDE) has released the Pennsylvania Family Engagement Birth through College, Career, Community Ready Framework. About The PDE Family Engagement Framework As a collaborative initiative between PDE’s Office of Child Development and Early Learning (OCDEL) and Office of Elementary and Secondary Education (OESE), the Pennsylvania Family Engagement Birth through College, Career, and Community Ready Framework is a tool to guide learning communities in the implementation of effective practices, use of shared language, and application of a family engagement continuum for families across their child’s educational lifespan. With this, the framework includes Every Student Succeeds Act (ESSA)-aligned Family Engagement resources and information for local education agencies (LEAs). Beginning with early learning programs through K-12, effective family engagement is critical to supporting a child’s learning and development. In fact, research has demonstrated that regardless of socioeconomic background, when schools, families, and community groups work together to support learning, children perform better academically, enjoy school more, remain in school longer, and have better long-term outcomes such as higher graduation rates, improved post-secondary educational attainment, and increased career readiness. By establishing this framework, PDE seeks to foster a clear path by identifying a set of common standards of how learning communities can plan and implement family engagement practices. Members of Pennsylvania’s learning communities can employ this framework, with communities including programs and schools to which PDE provides funding, guidance, and monitoring. May 29, 2019 Rising STARS Tuition Assistance Sign Up Moving to PD Registry Beginning Fall 2019, applicants will apply for the Rising STARS Tuition Assistance Program through the PD Registry. About the Program The Rising STARS Tuition Assistance Program pays 95% of tuition costs for eligible college coursework taken by early learning professionals, with a maximum benefit of $6,000 per individual each fiscal year (July 1 – June 30). The program covers tuition costs only and does not include books, materials, or fees. Tuition costs net of other funding sources such as scholarships, stipends, discounts, or grants (except the Pell Grant) are used to determine the amount of assistance. It is recommended completed applications be submitted at least four weeks prior to the start of the course, or prior to the tuition due date, whichever is first. Access the Program Before Fall 2019 During the transition, The Pennsylvania Key is still currently accepting applications for the 2018-19 fiscal year and summer classes. Early learning professionals taking coursework beginning before fall semester are welcome to apply using the current process in the Portal. May 8, 2019 Behaviors: Ours & Theirs | WCCC Mini-Conference On behalf of OCDEL and hosted by WCCC’s Early Childhood Education/Pre-K – Grade 4 Program, the “Behaviors: Ours & Theirs” mini-conference will focus on improving practitioners’ knowledge and skill to support children’s social and emotional development through culturally relevant practices, as well as exploring how to apply these skills to practitioners’ CQI plans. About Early childhood professionals are invited to attend a personalized mini-conference experience. Attendees will split into two groups and presenters will offer each session two times so that each group will have an opportunity to participate in both sessions. Participants will be provided with a continental breakfast, welcome and introduction, two educational sessions (each including a bound notebook of instructional materials), and a tour of WCCC’s NAEYC accredited Campus Children’s center. This event includes 3 credit hours; PQAS approved. Participants should be familiar with the ECERS and other Keystone STARS CQI tools such as CLASS, PAS, and Good, Better Best. Learning Objectives Attendees will be able to: Discuss and recognize positive observation and interactions with children and families, Examine and organize their understanding of culture and how positive interactions can lead to solid relationships with children and families, Review commonly used Keystone STARS CQI tools to determine areas where changes or improvements can be made in their programs, Explain why these changes will enhance the positive social and emotional development of children, and Discuss how these changes will also help them recognize and value cultural diversity.
