Attending to Risks for Abuse and Neglect During COVID-19 Pandemic

Families caring for young children during this time with little outside social support or respite can be at risk for an increase in harsh disciplinary practices, abuse, or neglect. About

Recent protocols around social distancing and sheltering in place have created substantial changes in family lifestyles and professional practice. For some families, staying home together has had positive impacts on their quality of time together, strengthening relationships. For many families, this social isolation is also coupled with anxiety around health concerns and financial security.

Objectives

During this webinar, early childhood educators will learn the following:

    • how to assess and address risks and signs of abuse and neglect in an early childhood education setting while simultaneously adjusting protocols specific to COVID-19 in these settings;
    • how to maintain relationships through virtual contacts when programs are closed and assess risk through virtual interactions;
    • the importance of reflective practice for early childhood educators who are often facing many of their own individual and family challenges during this time; and
    • about resources specific to early childhood education.

Interviews with Ms. Barb and Families at the Frank Sarris Library

Prior to the start of the Washington County Focus Week (March 9 – 13, 2020), Trying Together visited staff, families, and young children at the Frank Sarris Public Library in Canonsburg for a reading of Dr. Seuss’ “Green Eggs and Ham.” At the event, library staff member Barbara Somma, aka Ms. Barb, led children and their caregivers through a series of activities, including fingerplays, dances, and a Dr. Seuss themed craft. The classroom included creative play items for the children as well, including a puppet show theater, “grocery market,” books, legos, and more.

After the class, Trying Together had the opportunity to talk with Ms. Barb and two participating caregivers, Karen and Kim. Featured below are our questions and each interviewees’ responses.

Barbara Somma, Class Teacher

Barbara Somma, or as the children call her, “Ms. Barb,” brightens the day of each child and caregiver who attends her classes. Having a Bachelor’s Degree in Elementary Education and a Master’s Degree in Special Education under her belt, Ms. Barb spent the last 10 years as a dedicated staff member at the Frank Sarris Public Library. If you stop by the Library, you can catch Ms. Barb leading Storytime, Little Picassos, Wiggles and Giggles, and the Summer Reading Camp! Odds are, she will have a crowd of young children giggling and following her happily!

  • What programming does Frank Sarris Library provide for young children and families?

The Frank Sarris Library offers a plethora of programming for children and families! Monday through Friday, we have activities geared towards preschool level children like storytime, yoga storytime, art, and a class called Wiggles and Giggles that is focused on body movement. During the month of July, we also offer a Summer Reading Camp for children in Kindergarten through fourth grade that includes creative themes like Fairytale Science, Mysical Beasts, and Magic School. They’re all meant to spark each child’s imagination. We offer services all throughout the year though, including books for readers of all ages, creative “Grable Kits,” several e-resources, and more.

  • How can caregivers make literacy experiences meaningful for their young children?

I think by just reading to your children all of the time. Read for 20 minutes a day, every day with your children. As a mother of two, I would always read a couple books with them right before bed. It’s also important to get a library card! They’re free and the library has tons of free resources for young children and families.

  • Why do you feel early childhood development is so important for young children?

Early childhood development is the basis for everything a child needs in life! Children learn from meaningful experiences and repetition. As adults, we need to make sure we are providing the time and patience for those experiences!

  • How do you see your role at the Frank Sarris Library supporting early childhood development in your community?

I think my role is really important here at the Frank Sarris Library. We serve many families and it’s important that we provide children with safe places to go. All of the staff here at the Library serve as role models within the community. However, our Library is an untapped resource. There are so many services that community members could benefit from if they stopped by.

  • How did you like today’s event? What piqued your interest in attending?

Everything Ms. Barb does is truly amazing. I’ve been coming here for seven and a half years and I’ve brought all of my grandchildren. I was interested in attending because I wanted to make sure my grandchildren had social interactions with young children, and Ms. Barb allows the children to have these great social experiences! By coming here, my grandchildren have learned language concepts and vocabulary. Ms. Barb is so dynamic. She exudes engaging and creative energy in everything she does!

  • What’s your favorite book to read to your child? Why?

Ellie doesn’t have a favorite book, she really just loves to read! She is very into the alphabet right now!

  • How did you like today’s event? What piqued your interest in attending?

Ms. Barb is great! Attending this program is the best thing I have done with my grandson! We heard about the children’s programs here through word of mouth. We have been attending since he was about six months old. We love Ms. Barb’s music and freeze dancing!

  • What’s your favorite book to read to your child?

He loves reading Elmo and Mini Mouse right now!

In response to changes to the child abuse clearances required of child care providers, the Pennsylvania Child Care Association (PACCA) partnered with the Office of Child Development and Early Learning (OCDEL) to conduct the webinar, “Meeting the Requirements of CPSL: Ensuring the Safety of all Children in Care throughout PA.”

Due to high demand, PACCA posted a recording of their live webinar that was hosted on October 9, 2019. Featuring Tanya Vazquez and Diane Michel from OCDEL’s Bureau of Certification, the webinar discusses changes in Child Protective Services Legislation (CPSL).

Changes to Fire Safety Inspections & Standards for Child Care Facilities

Following the fire at a child care facility that claimed the lives of five children, Department of Human Services (DHS) Secretary Teresa Miller announced efforts to enhance fire safety at all Pennsylvania child care facilities and strengthen DHS’s regulatory authority and further protect children.

Updated Standards

Effective Sept. 16, 2019, the Office of Child Development and Early Learning (OCDEL) requires its licensing staff to include fire safety checks in every initial inspection, renewal inspection, unannounced inspection, and complaint inspection. Licensing staff will require each facility operator to demonstrate an operable fire detection and prevention system, which includes the presence of operable smoke detectors on each floor of the facility and fire extinguishers in the kitchen or other cooking areas at minimum.

If an operator is unable to demonstrate such a system, DHS licensing staff will complete a complaint and deliver it to the Department of Labor & Industry or local officials. These officials have the authority to act against the facility. DHS also recommends that licensed child care facilities work with their local fire safety officials to meet compliance with fire safety codes. DHS will also cite the provider for a health and safety violation. These changes will also be codified in DHS’ child care regulations moving forward.

In September, DHS conducted a fire safety initiative call campaign to collect information from family child care providers and alert them to the department’s fire prevention efforts. This campaign surveyed family child care providers about their fire prevention systems and emergency plans, including evacuation plans for children in overnight care. DHS will use the information gathered to inform ongoing efforts to enhance fire safety at Pennsylvania child care facilities.

Governor Wolf Releases Report on Infant Toddler Support

Governor Tom Wolf released a report detailing seven Ready to Start Task Force priorities that were developed to better support the long-term success of infants, toddlers, and families in Pennsylvania.

Ready to Start Task Force

The Governor’s Ready to Start Task Force was created in September 2018 to “develop a framework of strategies to address health, human services, and education policy for infants and toddlers ages birth to three in Pennsylvania.” Led by six Governor-appointed co-chairs, the Task Force facilitated “six regional roundtable listening sessions with members of the Administration and approximately 150 stakeholders who represent early care and education providers, health care practitioners, research organizations, workforce development, state and local government, foundations, employers, postsecondary educators, and community-based organizations.”

At these sessions, stakeholders responded to three key questions on family and child health, home environments, and future school success. The Governor also provided an online feedback form to receive ideas and thoughts from the community. Through these methods, the Task Force identified a list of key themes and findings, from which the four-year framework report was created.

Priorities

Governor’s Ready to Start Task Force: A Four-Year Framework to Support Pennsylvania’s Infants and Toddlers” lists seven key priorities, all of which include specific goals that guide Pennsylvania “to a stronger future for the Commonwealth’s infants, toddlers, and their families.”

    • Increase the Availability of High-Quality Child Care and Home Visiting Service Slots
    • Improve Early Intervention Quality and Streamlining to Enhance Availablity, Alignment, Integration, and Coordination of Services
    • Increase Recruitment, Retention, Development, Support, and Training of Early Childhood Education Professionals
    • Better Utilize Medicaid, CHIP, and State Regulatory Powers to Address the Risks to Infants and Toddlers Posed by Harmful Environmental Contaminants
    • Promote Education, Engagement, and Support of Parents and Families as Children’s First Teachers
    • Improve Information, Outreach, and Access to Services
    • Promote Sustainable Systems of Care to Support the Health and Wellbeing of All Children and Women of Child-Bearing Age

Next Steps

Moving forward, Governor Wolf will “establish a cross-sector ‘Ready to Start’ Workgroup comprised of agency and external stakeholders that will be responsible for establishing measurable goals and ensuring progress on the framework priorities and recommendations.” Meeting monthly, the Workgroup will engage with other state groups in fields that intersect with the priorities.

PA DHS Announces KinConnector Helpline

On August 1, Pennsylvania Department of Human Services’ (PA DHS) Secretary Teresa Miller and Aging Secretary Robert Torres announced a helpline for families in kinship care situations, including grandparents raising their grandchildren because of the opioid crisis.

About

The KinConnector helpline was created by Act 89 of 2018, which established a kinship navigator program for Pennsylvania. KinConnector will act as a bridge that helps families identify resources, including gaining access to local, state, and federal resources. The KinConnector helpline is staffed by Kinship Navigators–compassionate, knowledgeable social service professionals prepared to help families locate, understand, and access resources that may be able to help them. This helpline, however, is just the beginning. A website of resources is set to launch in late 2019.

KinConnector Helpline

KinConnector can be reached by calling 1.866.KIN.2111 (1.866.546.2111). Assistance is available Monday through Thursday, 9 a.m. to 10 p.m., and Friday, 9 a.m. to 5 p.m.

Services

Examples of provided services include:

    • connecting caregivers to health, financial, and legal services,
    • connecting caregivers to training and parenting advice,
    • identifying local physical or behavioral services,
    • identifying support groups,
    • helping caregivers enroll a child in school,
    • helping caregivers apply for federal, state, and local benefits such as CHIP and Social Security,
    • and other services designed to support caregivers.

Why Kinship Matters

Kinship care is becoming more common in Pennsylvania, with grandparents, aunts, uncles, or siblings often stepping in to fill the role of parents who are seeking treatment or, in the most tragic cases, have died from the disease of addiction. Kinship care guardians often make a selfless choice to care for a young relative and ensure they receive care and support from a family member they know and trust, even when processing their own emotions around their family’s situation.

Children being cared for by relatives are less likely to end up in foster care and will experience better outcomes when they are living with a relative or someone they know. KinConnector will help ease the burden on these families and give them the tools and resources they need to be successful.

General Assistance Program Ending August 1, 2019

As required by Act 12 of 2019, which amended 62 P.S. § 403.2(a), the General Assistance program will end on August 1, 2019. No General Assistance cash assistance will be dispersed after July 31, 2019.

Additional Benefits Information

Current General Assistance recipients were notified of this change via mail. If they are currently receiving other benefits like Medical Assistance or Supplemental Nutrition Assistance Program (SNAP), those benefits will continue. The Department of Human Services (DHS) will notify clients before making changes to other benefits for any reason.

This change will likely result in an additional need for resources from charitable and social service organizations around the commonwealth. DHS is working closely with their partners to identify potential resources for people affected by this change.

Receiving Benefits

If you, someone you know, or someone you work with currently receives or thinks they qualify for General Assistance, they may qualify for other benefits. Individuals can contact their local County Assistance Office or apply online via COMPASS at www.compass.state.pa.us.
