DHS Announces Request for Application for Children’s Trust Fund Grants

Pennsylvania’s Department of Human Services (DHS) has announced a Request for Application (RFA) for the Children’s Trust Fund (CTF) grants.

The CTF’s board has identified the following funding priorities to be explored by communities as they seek to create or grow community-based primary and secondary child abuse and neglect prevention programs and projects:

  • Fostering innovation
  • Well-rooted evidence-based services
  • Emerging evidence-based

Any community-based organization located and operating in Pennsylvania that provides direct services for children or direct provision of services for child abuse and neglect prevention that meets the criteria set forth in the RFA is eligible to apply for a CTF grant.

The CTB board funds grantees that are part of a collaborative community-driven approach that directly engages youth, parents, and families. As required by state law, eligible entities have to demonstrate consultation with the county child welfare agency.

The application deadline for the grants is Thursday, February 5. More information on the grants is available online

Early Childhood Educators Should Ensure Clearances, Mandated Reporter Training Updated for New School Year

With the 2025-26 school year beginning, it’s time for educators to ensure that they are up-to-date on mandated reporter training and clearances.

Some resources to help with this include Pennsylvania’s page for clearances and background checks, the state’s Office of Child Development and Early Learning’s (OCDEL) announcement earlier this year on the Child Protective Services Law, and iLookOut, where they can find new online courses.

Clearances

Mandated reporter training is required every five years and is based on the date of an individual’s last certification. Under state law, public school employees are required to provide updated clearances every 60 months – or, five years.

The three clearances include:

Clearances must be obtained for employees of child care facilities, any individual with ownership interest in a certified child care facility and those who participate in the organization, any legal entity applying to open a new certified child care facility, or any individual residing in a certified child care facility.

OCDEL Announcement

Earlier this year, OCDEL Deputy Secretary Shante A. Brown sent out an announcement to inform certified child care providers of the requirements for child care facilities in the state and to clarify provision hiring requirements for those hired on or after Feb. 1.

Aside from clearances, the announcement covered the following mandated reporter training topics: the minimum number of hours, providing evidence of completion, and the timeframes for obtaining or renewing the training.

iLookOut

Lastly, early educators looking to update mandated reporter training should visit the iLookOut for Child Abuse Project, which provides online courses about protecting and supporting children and their families free of charge. Visitors to the site will learn how to support at-risk children and meet required training with interactive, video-based storyline training. The site includes eight- to 12-minute micro-learning exercises and is available to all Pennsylvania-mandated reporters. 

iLookOut is a multimedia, online learning program that prepares mandated reporters to meet their professional, ethical, and legal responsibilities for identifying and reporting suspected child abuse. It engages learners through real-life scenarios incorporating video and narrative that raise concerns about possible child abuse.

iLookOut Enrolling for Free Mandated Reporter Training

iLookOut’s enrollment is currently open for mandated reporter training. The iLookOut Core Training was designed to ensure that professionals can master basic information about how to identify signs of child abuse.

iLookOut’s Core Training provides instructional activities along with various didactic exercises and resource handouts, requiring participants to master the learning objectives.

iLookOut is a multimedia, online-learning program that prepares mandated reporters through evidence-based training to meet their professional, ethical, and legal responsibilities for identifying and reporting suspected child abuse. 

The iLookOut Training can be completed over multiple sessions on your smartphone, tablet, or computer, and has two parts:  

  1. Mandated Reporter Training:  interactive video-based storyline (three hours total) 
  2. Advanced Training:  5-12-minute animated micro-learning exercises (three hours total)

Those who participate in both trainings can:

  • meet their required three hours of Act 31 mandated reporter training
  • meet Act 126 requirements for PA teachers
  • receive six hours of early childhood Professional Development credit from the PA Key 
  • receive a $15 gift card for completing the training sessions.

PA DHS Accepting Applications for Children’s Trust Fund Grants

The Pennsylvania Department of Human Services (DHS) is accepting applications for the Children’s Trust Fund (CTF) grants to promote primary and secondary child abuse and neglect prevention programs in community-based settings in order to address child and family well-being and prevent abuse and neglect of children in the Commonwealth. The maximum CTF grant award is $50,000 per year.

About the Children’s Trust Fund Grants

The mission of the Pennsylvania Children’s Trust Fund (CTF) is to prevent child abuse and neglect in Pennsylvania. To do this, the CTF Board of Directors funds community-based primary and secondary prevention programs that support families.

The CTF was established in December 1988 by Act 1988-151. It operates under the administration of the CTF Board and is supported by the Office of Child Development and Early Learning (OCDEL), a dual deputate of the Department of Human Services (DHS) the Pennsylvania Department of Education (PDE).

Funds for the CTF are generated from a $10 surcharge on all applications for marriage licenses and divorce complaints. These surcharges are paid into a special non-lapsing fund. Interest, donations and federal funds also contribute to the CTF.

The CTF is dedicated to funding community-based programs to prevent child abuse and neglect. Since its inception, the CTF has invested more than $37 million through 295 grants. See the list of current grantees.

The CTF also supports the work of the Pennsylvania Strengthening Families Leadership Team.

Each Applicant must submit one complete copy of the Submittal via email to ra-pwrfaquestions@pa.gov. The subject line of the email must indicate “RFA 13-23 Application”. Applications are due by 10 a.m. on July 31, 2023. Please refer to the eMarketplace listing for any changes regarding the deadline.

Organizations can view the bid online. Awarded contracts are posted to eMarketplace after they become fully executed.
