July 2, 2020 Online Fire Safety Training Now Available for Child Care Centers Attention child care providers! Does your program need to complete fire safety training? The Pennsylvania Office of Child Development and Early Learning (OCDEL) is temporarily accepting an online fire safety training that meets required fire safety regulations! About In their recent announcement, OCDEL stated that child care center providers and staff will be able to temporarily complete their annual fire safety training online during the COVID-19 pandemic. As programs reopen, providers should start arranging for all staff to complete annual fire safety training if their current training certification is about to expire or has expired. While OCDEL maintains that face-to-face training for fire safety is most appropriate, they state that if in-person training is unavailable, they will temporarily accept the following approved fire safety online training offered on the PD Registry: Department of Human Services (DHS) Fire Safety Training Event ID: 315542 | Cost: Free | PQAS Approved | Register via PA PD Registry This training course will be deemed acceptable up until 30 days after the Disaster Proclamation is lifted or such other time as the Department directs. Registration Reach out to your local fire chief for other fire safety specialist first to see if they are offering any face-to-face fire safety trainings that are conducive to social distancing practices. If face-to-face training is unavailable, have staff register for and complete the online Department of Human Services Fire Safety Training. To register, search for “DHS Fire Safety Training” or the Event ID included above on the Pennsylvania PD Registry. October 18, 2019 ACF Seeks Input On Improving Quality Child Care Access On October 2, the Administration for Children and Families (ACF) posted a Request for Information (RFI) on improving access to affordable, high-quality child care in the United States. About ACF is focused on finding innovative solutions to improve working families’ access to affordable, high quality child care, as well as investigating how access to child care affects America’s workforce, present, and future. Child care is one of the biggest expenses a family faces and can be a barrier to work. The average cost of center-based infant child care in 28 states is more than college tuition. At the same time, there is concern about the quality of child care and ensuring that child care settings are a place of education that promote and enhance child and youth development and well-being. High-quality child care is a critical investment that pays off now, for parents by enabling them to work, and later, by supporting children’s development and success in school and life. This request for information seeks public comment on innovative ways to address the affordability and access crisis of child care in the U.S., without compromising on quality. Information collected through this RFI may be used by ACF in the development of future rulemaking and technical assistance, the formation of legislative proposals and research agenda, and/or strategic planning. November 19, 2018 OCDEL Releases Four New Vodcasts The Pennsylvania Office of Child Development and Early Learning (OCDEL) Bureau of Certification released four new vodcasts containing important information about operating a child care facility. These 10-15 minute videos can easily be shared with early learning staff, linked within an email or on a website, or shared via social media. Vodcast Topics Child Protective Services Law Vodcast This video details the requirements for child care providers in meeting the Child Protective Service Law (CPSL) and the importance of these requirements. Child care providers and other employees who have contact with children are responsible for obtaining the proper clearances and ensuring that clearances are obtained within the proper time frame. Requirements for an Effective Director of Child Care Center Vodcast Child care directors are responsible for the overall management of a successful child care center. This video explains the commitments directors must make to ensure proper communication with staff and parents, maintain up-to-date child and staff files, have knowledge of the Pennsylvania child care regulations, and provide oversight for the overall health and safety of children in care. Supervision Vodcast Supervision is the most critical requirement in keeping children healthy and safe while they are in care. Staff must always be able to see, hear, direct and assess children at all times in order to provide proper supervision. This video is helpful in providing a more in-depth look at supervision, as well as guidance to help staff meet this requirement. Writing a Plan of Correction Vodcast All certified child care facilities are required to undergo an annual inspection. Many times, a facility is in full compliance with all the regulations. However, there are occasions when the Legal Entity has to be cited for non-compliance with one or more of the child care regulations. This video explains the process for writing and submitting a plan of correction for regulatory violations that your certification representative may cite during a licensing inspection.
