OCDEL Announces Requirements for Programs Using Keystone STARS – Alternate Pathways

Pennsylvania’s Office of Child Development and Early Learning’s (OCDEL) Bureau of Policy and Professional Development has released an announcement regarding requirements for programs using an OCDEL-approved Alternate Pathways in Keystone STARS.

Keystone STARS, the state’s quality rating and improvement system, promotes quality in early childhood education programs for children and families. OCDEL recognizes that there are state and national accrediting organizations that similarly serve to ensure early childhood education programs provide high quality and enriching programming to children and families.

To give credence to these organizations and their accreditation standards of quality, OCDEL offers several approved Keystone STARS – Alternate Pathways. Programs that are accredited  through an OCDEL-approved Alternate Pathway and wish to use the pathway for a Keystone STARS designation must apply for an initial Alternate Pathway designation in the Professional Development (PD) Registry system.

Additionally, these programs are required to complete annual renewals of their Alternate Pathway designation in the registry system. Failure to do so will result in the program dropping to a STAR 1.

Providers Must Submit Application for Recruitment and Retention Award by January 29

Providers interested in the Child Care Staff Recruitment and Retention Award must submit an application to their local Early Learning Resource Center (ELRC) by Thursday, January 29.

The award is a new program available to eligible providers and qualifying staff as part of the Governor’s Office General Fund initiative. The program’s focus is to provide payments to qualified child care providers to assist them in addressing the ongoing child care staff retention and recruitment crisis.

To qualify, a provider must be serving children, hold a current Certificate of Compliance, and hold a current Child Care Works Certified Subsidy Provider Agreement, among other criteria, to be considered a qualified child care provider.

A staff member is considered qualified if they are employed by a qualified child care provider that is responsible for the direct supervision of children at a minimum of 15 hours per week and is included on the work schedule, not only at the time of application but also when the provider receives payments from the ELRC.

Current qualified child care staff are eligible for a $450 retention bonus per staff member. Recruitment bonuses in the amount of $450 per new staff can be paid to a newly employed, qualified staff member hired after the date of the application submission.

Eligible DHS certified child care providers will apply on behalf of current, eligible staff and for staff recruitment bonuses.

Providers must submit a completed application to their local ELRC by January 29, and can reach out to their ELRC for more information.

OCDEL Announces It Will Offer Keystone STARS Award for 2025-26

Pennsylvania’s Office of Child Development and Early Learning (OCDEL) has announced that it will offer the Keystone STARS Quality Improvement (CQI) Award again during the 2025-26 school year.

The Keystone STARS CQI Award is paid directly through ELRCs to eligible child care programs that have a state Department of Human Services regular Certificate of Compliance and are designated as a Keystone STAR 2, 3, or 4.

The intent of the award is to improve, support, and recognize the quality of Pennsylvania’s early learning and school-age programs.

A child care provider application for this award is not required. Instead, providers who are eligible for the award will receive an eligibility and acceptance letter from their ELRC. The letter will include the maximum award amount that a child care provider is eligible to receive as well as contact information for their ELRC.

After spending the award on eligible expenses, the provider will be responsible for submitting a final expense report electronically to their ELRC.

To be eligible, a provider must possess a current, regular Pennsylvania Department of Human Services certificate of compliance. Providers with provisional certificates, those in a “refuse to renew” status,” or those whose certificates have been revoked are ineligible.
