July 31, 2020 New Process to Prevent Suspensions and Expulsions Effective August 1, a new process to request support for a child with unique needs or challenging behaviors to prevent suspension and/or expulsion from early learning programs is available for families and early learning professionals. How to Request Support To request assistance from the Pennsylvania Office of Child Development and Early Learning (OCDEL), early learning professionals and families can complete a new online form entitled, “PA Key Expulsion/Suspension Support Request.” Circumstances for Alternative Support If a family has an established relationship with their local Early Learning Resource Center (ELRC), the family or case provider can reach out directly to their ELRC to receive program support. If the child is already receiving Early Intervention (EI) Services, providers can reach out to the child’s local EI program to request assistance with parent permission. If the child has not previously been evaluated and the family and/or early learning provider believes the child may be eligible for EI Services, call the CONNECT Helpline at 1.800.692.7288. If the child has been evaluated and does not qualify for EI Services, request assistance from the local ELRC to receive appropriate supports. January 8, 2020 Changes to Clearances for Employees Having Contact with Children In July 2019, Governor Tom Wolf signed an executive order to strengthen protections for vulnerable populations, including children who receive child care services outside of their homes. About the Change The federal Family First Prevention Services Act requires all adults who work in child care settings that receive Title IV-E funding to obtain child abuse clearances, even if they are not working directly with children. Pennsylvania’s Child Protective Services law formerly allowed a 90-day provisional hire period for individuals who had applied for but were still waiting for clearance results. However, in 2019, Act 47 eliminated this 90-day provisional hire period to ensure that all adults working with children are legally able to do so. Based on Act 47, child care centers, group child care homes, and family child care homes can request a waiver to hire an employee on a provisional basis for no longer than 45 days. The Department of Human Services is required to process Pennsylvania Child Abuse History Clearances within 14 days from the day in which the request is received and Federal Bureau of Investigation (FBI) criminal history background checks within 30 days from the date of receipt. Generally, these clearances are processed more quickly than required. New employees are not permitted to work alone with children and must be in the immediate vicinity of a permanent employee until all clearances are received. October 18, 2019 ACF Seeks Input On Improving Quality Child Care Access On October 2, the Administration for Children and Families (ACF) posted a Request for Information (RFI) on improving access to affordable, high-quality child care in the United States. About ACF is focused on finding innovative solutions to improve working families’ access to affordable, high quality child care, as well as investigating how access to child care affects America’s workforce, present, and future. Child care is one of the biggest expenses a family faces and can be a barrier to work. The average cost of center-based infant child care in 28 states is more than college tuition. At the same time, there is concern about the quality of child care and ensuring that child care settings are a place of education that promote and enhance child and youth development and well-being. High-quality child care is a critical investment that pays off now, for parents by enabling them to work, and later, by supporting children’s development and success in school and life. This request for information seeks public comment on innovative ways to address the affordability and access crisis of child care in the U.S., without compromising on quality. April 18, 2019 PA Pre-K Counts Announces Request for Applications Pennsylvania’s fiscal year (FY) 2019-20 proposed budget continues to build on the governor’s commitment to high-quality early learning services and includes more than $1.1 billion in state and nearly $850 million in federal support for Office of Child Development and Early Learning (OCDEL) programs. This proposal represents the further steps toward achieving the goal of universal access to high-quality pre-k programs. With new investments in Pennsylvania Pre-K Counts ($40 million) and the Head Start Supplemental Assistance Program ($10 million), the state will be able to increase the number of children served in high-quality pre-k. Due to this proposed funding, the Pennsylvania Department of Education (PDE) is seeking applicants for PA Pre-K Counts. About Pre-K Counts PA Pre-K Counts provides children with the opportunity to experience a high-quality pre-kindergarten program. The program standards ensure a high return on the investment in the preparation of young children for school and will help to close the achievement gap. Early education through PA Pre-K Counts can open the doors of opportunity for every child to do well in school, the workforce, and life. About the Request for Applications (RFA) PDE is issuing this RFA to support providers in preparing to serve children and to be ready for September enrollment. Eligibility Criteria Age (three and four-year-old children) and family income (at or below 300 percent of the Federal Poverty Guidelines) are the primary eligibility criteria for participation in PA Pre-K Counts. Additional priorities for enrollment should be developed at the local level and may include: teen parents, migrant or seasonal students, children of a family experiencing homelessness, children involved in the child welfare system, siblings of children already enrolled in the program, English language learners, children of an incarcerated parent, or children receiving early intervention or behavioral health supports. Required Documentation Applicants must have the following in place to complete an application: a Letter of Intent, a vendor number (SAP #), an administrative unit number (AUN), a master provider index number (MPI), and a federal ID number or tax ID number. PA Pre-K Counts Statute, Regulations, and Guidance Any applicant should thoroughly review PA Pre-K Counts Statute, Regulations, and Guidance prior to submission of a letter of intent to apply to ensure an understanding of the program requirements and expectations of compliance if an application is successful. The application review process will include evaluation of the extent to which the applicant demonstrates knowledge and understanding of the PA Pre-K Counts Statute and Regulations. Required Letter of Intent Because of the need to establish access to eGrants procurement system, eligible organizations must submit a completed Letter of Intent to apply for funds. December 13, 2018 DHS Releases Request for Information The Department of Human Services (DHS) recently released a Request for Information (RFI) to explore existing individual or family needs assessments, methods of connecting individuals and families to community resources, and models for providing whole-person or whole-family case management. November 1, 2018 Deadline Extended for RFP: Child Care Funding and Finance in PA The deadline has been extended to November 9, 2018 for the Request for Proposal, Child Care Funding and Finance in Pennsylvania: The True Cost of Quality Part II. The Berks County Intermediate Unit (BCIU), in coordination with the Office of Child Development and Early Learning (OCDEL) and the Pennsylvania Early Learning Investment Commission (PAELIC), released the RFP for submission of proposals to investigate the cost of providing high-quality early care and education across Pennsylvania. Part I Conclusions Part I of this project, CHILD CARE FUNDING & FINANCE IN PENNSYLVANIA: Budgeting for Survival or Paying for the True Cost of Quality? conducted by Research for Action found that: Infant and toddler care is more expensive than pre-K or school-age care. Current revenue streams and reimbursement rates are inadequate to cover the cost of infant and toddler care and, as a result, child care providers opt to serve more preschoolers and fewer infants and toddlers. Low compensation in child care programs leads to significant staff turnover and hiring of less-qualified staff. Part II Overview Knowing that the cost of infant and toddler child care is high, and the current public financing system is inadequate to cover the costs of quality in Pennsylvania, particularly teachers’ wages, leading to turnover and a less qualified workforce, Part II of this study aims to answer the question ‘What does it cost to support high-quality child care across Pennsylvania?’ Part II will build upon the previous work conducted in Part I, using a more robust data set to estimate the true cost of high-quality child care, as compared to child care that meets only regulatory standards, and how those costs vary across regions in the commonwealth. The findings from Part II will inform the evolution of Pennsylvania’s child care financing and quality systems to enable the greatest access to high-quality child care for the most at-risk children.
