UPMC Children’s Hospital Launches New Transportation Partnership with Lyft

UPMC Children’s Hospital has partnered with Lyft to provide free transportation to families that lack access to transportation and need assistance getting to appointments at their facilities.

Launched in April 2023, the partnership allows Children’s Hospital staff to provide unique voucher codes to families, which allow them schedule free rides to the hospital, and other select locations, through the Lyft mobile app.

A limited number of voucher codes are available to families each month. Vouchers are only available for appointments at UPMC Children’s Hospital (main and satellite locations: Children’s South, North, East, and Pine Center) and Children’s Primary Care Centers of Oakland and Turtle Creek.

Free, round-trip rides are only available to families with a voucher code. To access a free ride, families must first obtain a voucher code. To obtain a voucher for a Lyft ride to an appointment, parents or caregivers must speak with their child’s care team at one of the eligible locations.

Pittsburgh Families Invited to Receive Free Children’s Books

Since the City of Pittsburgh’s Dolly Parton’s Imagination Library launch in February 2019, the program has grown to include over 3,200 local children and recently sent its 30,000th book. Thanks to funding received from the Hillman Family Foundation and McCauley Ministries, the program will continue to sustain and grow services in Pittsburgh.

About the Program

The Dolly Parton Imagination Library is a free program for any child who lives in the City of Pittsburgh age zero to five to receive one book a month in the mail until their fifth birthday. When they turn five, they will have their own library of up to 60 books.

The City of Pittsburgh’s program is affiliated with the national initiative started by music legend Dolly Parton. Participating children will begin receiving books through the U.S. Postal Services approximately eight weeks after the registration form has been received.

Eligibility

To be eligible for the program, preschoolers must:

  • be a resident of the City of Pittsburgh,
  • have a parent or guardian fill out an official registration form, and
  • notify the United Way of Southwestern Pennsylvania of any address changes.

Ronald McDonald Care Mobile Medical Clinic

Don’t let your child fall behind on their needed immunizations. Visit the Ronald McDonald Care Mobile to access vaccinations for children ages two months through high school, receive WIC (Women, Infants, and Children) form assistance, learn important health and safety information, and more.

About the Ronald McDonald Care Mobile

UPMC Children’s Hospital of Pittsburgh, UPMC Children’s Community Pediatrics, and Ronald McDonald House Charities of Pittsburgh and Morgantown are partnering to bring needed vaccines, safely, to western Pennsylvania communities through the Ronald McDonald Care Mobile.

Appropriate physical distancing measures will be maintained. Please give yourself adequate time in case of a wait. Adults and children over age two are asked to arrive wearing a mask. A mask will be provided if you do not have one. Children must be accompanied by one parent or legal guardian.

Services Provided

The following services will be available:

    • vaccinations, ages two months through high school;
    • WIC (Women, Infants, and Children) form assistance;
    • health and safety information;
    • kindergarten registration information;
    • at-home activities for summertime; and
    • food and infant formula resources.

CHIP Will Maintain Enrollment During COVID-19 Crisis

On April 15, the Pennsylvania Department of Human Services (DHS) announced that it is “making temporary changes to Pennsylvania’s Children’s Health Insurance Program (CHIP) to keep families enrolled in CHIP for the duration of the public health emergency and to ease access to medical services for children being screened or receiving treatment for COVID-19.

What is CHIP?

The Children’s Health Insurance Program (CHIP) is Pennsylvania’s program to provide health insurance to uninsured children and teens who are not eligible for or enrolled in Medical Assistance. For most families, the program is free. Families with incomes above the free CHIP limits pay low monthly premiums and copays for some services.

CHIP covers any uninsured child or teen up to the age of 19 and guarantees 12 months of coverage unless the family no longer meets basic eligibility requirements. There is not a waiting list to enroll in the program. Caregivers must renew their coverage every year to continue receiving services. To learn more and apply, visit the CHIP webpage.

Included Changes

The following changes to CHIP will be in effect until the end of the COVID-19 public health emergency:

    • Families will not be denied or disenrolled from coverage for administrative or financial reasons. An example of an administrative reason would be not being able to provide proof of income.
    • Families will not pay a copay for services that are for COVID-19 screenings, testing, or treatment.
    • Families who cannot provide paperwork to verify information on an application or renewal can provide self-attestation of information by signing the application or renewal.
    • Families will be given more time to pay premiums, if needed.

These changes were made due to the economic and financial hardship that many families across the Commonwealth are experiencing due to the COVID-19 pandemic. However, families must still provide verification of information provided on an application and are still responsible for copays for services not related to COVID-19.

Families will still be required to pay premiums, if applicable. However, if a family is unable to pay due to a decrease in or loss of income, that family must contact their managed care organization immediately and can request a reassessment because of an income change at any time.

UnConference Postponed Due to COVID-19 Concerns

Due to the presence of the coronavirus (COVID-19) in Allegheny County and many other Pennsylvania communities, Trying Together has decided to postpone the UnConference: Exceptional Care with a Team Approach to Inclusion, originally scheduled for March 28, 2020.

About

Trying Together has made this decision out of care for our community and partners, following the Allegheny County Department of Health’s lead and recommendation to postpone large group events. We are sorry for any inconvenience or disappointment this may cause. Like many of those who registered to attend, our organization was very excited about this UnConference topic, our great line-up of workshop presenters, and keynote speaker.

We are actively working with our co-host, The Children’s Institute of Pittsburgh, to reschedule this UnConference to a later date. Please know that this is a postponement, not a cancellation. Trying Together will provide further information in April when more concrete information is available.

Children’s Fund Working Group Presents Report to County Executive

In October 2019, the Allegheny County Children’s Fund Working Group formally presented County Executive Rich Fitzgerald with a report for his review and consideration. In it, the Group recommends the creation of a new county department dedicated to children, as well as an annual investment of up to $20 million to support high-quality learning and out-of-school-time programs.

About

Officially launched in May 2019, the Allegheny Children’s Fund initiative is a citizen-led effort that seeks to “change the way we fund the efforts that are proven to ensure the health and well-being of our kids across the county: early learning, after school programs, and good nutrition.” In November 2018, the Group successfully qualified a question for the General Election ballot, asking voters:

“Shall the Allegheny County Home Rule Charter be amended to establish the Allegheny County Children’s Fund, funded by Allegheny County levying and collecting an additional 0.25 mills, the equivalent of $25 on each $100,000 of assessed value, on all taxable real estate, beginning January 1, 2019 and thereafter, to be used to improve the well-being of children through the provision of services throughout the County including early childhood learning, after school programs, and nutritious meals?”

While the group exceeded their goal of collecting more than 40,000 petition signatures from community members and stakeholders, the effort fell short as 48.4% of voters answered “YES” on the ballot. A majority (>50%) “YES” vote was needed.

While the question did not receive a majority “YES” vote, community members and stakeholders still agreed that unmet needs remained. With this, County Executive Rich Fitzgerald announced that a 26-member working group had been convened to begin to look at the potential creation of a Children’s Fund to provide resources to early childhood learning and out-of-school-time programs across Allegheny County.

Allegheny County Children’s Fund Tasks

County Executive Fitgerald charged the working group with the following tasks:

    • review available data to assess the state of children and children’s programming in Allegheny County;
    • gather information from providers, parents, and experts across the county, especially regarding programming demand and supply gaps;
    • gather input from the larger community;
    • review state and federal policies and their impact on children’s programming in the county;
    • design the operations of a possible children’s fund;
    • provide concept budgets for operations within budgets of $5 million, $10 million, and $20 million annually;
    • provide sample allocation models and scenarios; and
    • report findings to the County Executive.

Overview of the Report

The working group found that there are significant gaps in equitable access and recommends that a focus on improving the quality of the system would provide significant benefit to the community. The report proposed a mission and vision for a Children’s Fund and identified four core principles: equity, access, quality, and accountability. With this, the group’s annual goal is to ensure that more children in Allegheny County can access high-quality programming. As a long-term goal, the group hopes for systemic improvements for children in Allegheny County.

“An investment of this level is a commitment that focuses on quality and equity for youth in our community,” said Trisha M. Gadson, Ph.D., Co-Chair of the Children’s Fund Working Group. “It can further support the economic viability of our region.”

During its six months of work, the group sought to engage as many voices as possible to receive input and feedback from the community. This process included six public meetings, two focus groups, an online survey (in English and Spanish), and a meeting-in-a-box kit to receive input from teens. In addition to its final report, the group issued a Public Engagement Summary as a companion piece, outlining input from the public on the creation of a Children’s Fund at the county level.

County Executive Fitzgerald thanked the group for their diligent attention, stating, “This issue is important to me and it is important to this community. Nothing could be more impactful to the residents of Allegheny County than investing in our children and their future. While I’ve just begun to dive into this report and its recommendations, it is clear that it calls for a systemic change to be dedicated to children’s success. I’m grateful to the leaders of our community who gave of their time and talents to provide us with a plan to consider and will be continuing this conversation with them as we consider what options make sense for our county moving forward.”

“The importance of the County Executive’s leadership is vital to the success of our children and our region,” said Michelle Figlar, Co-Chair of the Children’s Fund Working Group. “The addition of local leadership and revenue is essential to the success of early learning and out-of-school programs, and Allegheny County has the opportunity to lead in this effort.”

Children’s Fund Working Group Community Meetings

Join the Allegheny County Children’s Fund Working Group this spring for a series of community meetings to share your views on what works best and what additional support is needed when it comes to early learning and out-of-school time.

Allegheny County’s goal is to make sure that every child can benefit from quality early learning and out-of-school time. A series of six Community Meetings are being held across the County to learn from families, caregivers, and educators what access to quality early learning and out-of-school time looks like today—from your perspective and in your community.

Each meeting will include child care, refreshments, and opportunities for community members to voice their input on how Allegheny County can be a leader for kids moving forward.
