DHS Warns of Potential Pandemic EBT Benefit Scam

The Department of Human Services (DHS) is warning of a possible scam concerning Pandemic EBT (P-EBT) benefits and reminding Pennsylvanians to be skeptical of unsolicited or random calls or text messages about public-assistance programs – especially when the calls or text messages solicit personal information, such as Social Security numbers.

DHS is investigating a report of individuals receiving calls with pre-recorded messages advising them to expedite their P-EBT benefits issuance by providing their Social Security number and case record number. In the message, the speaker claims to be from a County Assistance Office (CAO).

DHS and other government agencies do not ask for information about P-EBT, SNAP, or any other public-assistance programs via unsolicited or random calls or texts, and Pennsylvanians should not reply to such a call or text or share any personal information if they are contacted in this way. If you or anyone you work with receive unsolicited or random calls or text messages telling you that you qualify for assistance and then asking for personal information, it is most likely a scam. Do not respond. Delete the message so you do not get caught in an identity theft scam.

Pennsylvanians who have questions about whether a call, text, letter, or other communication is legitimate should contact DHS’ Office of Income Maintenance. Clients in Philadelphia should call the Philadelphia Customer Service Center at 215.560.7226. Clients in all other counties can call the Statewide Customer Service Center at 1.877.395.8930.

Apply for Benefits

Applications for the SNAP and other public assistance programs can be submitted online at www.compass.state.pa.us. All Pennsylvanians experiencing financial hardships due to the pandemic, a lost job, or a change in income are strongly encouraged to apply and see if they qualify for assistance with food, health care, and other essential needs.

Join First Up for Parenting in a Pandemic: Help in a Time of Need, a three-part series of one-hour informative webinars, where they will answer common questions parents and caregivers have about their children during the COVID-19 pandemic. Each session, presented by professionals with early childhood expertise and certificates in trauma-informed practices, will:

    • introduce the concepts of how brains develop and the impact that current events;
    • might have on children from birth through age eight;
    • introduce new ways to think about self-care; and
    • offer strategies for supporting children’s mental well-being.

COVID-19 Support Programs Webinar

Join MomsRising, along with experts from CLASP, National Employment Law Project (NELP), Food Research and Action Council (FRAC), and National Immigration Law Council, on April 21 for “COVID-19 Support Programs Webinar” to learn what you need to know to apply for assistance during the COVID-19 pandemic.

This online webinar will provide information on how to access the new COVID-19 programs recently passed by Congress, including paid sick days, paid family leave, unemployment insurance, and nutrition assistance. Presenters will also discuss the impacts of these programs on immigrant families. The webinar will take place on Zoom and will include both Spanish and English language options.

Food Assistance Programs Available in Pennsylvania

Nearly one in seven households with children in the United States of America currently cannot afford to buy enough food for their families. When looking locally, the food insecurity rate in Allegheny County is 13 percent as of 2017. That is more than 161,000 people in the county, including nearly 38,000 children. Elected officials at all levels of government have the ability to enact policies that protect and support child nutrition programs and improve the health and well-being of children and their families. We just have to make sure that they are in office.

How You Can Help

Together, we can create a better future with our votes, advocacy, and support. However, if you are not registered to vote or if your voter registration is not up-to-date, you will miss out on important opportunities to share your voice and elect local, state, and national policymakers. Take this time to check your voter registration and encourage others to do the same!

Another way that you can make sure your voice is heard is by singing the America for Early Ed Pledge to Vote! Our voices and votes can ensure that all children in Pennsylvania receive the food and nutrition services they need to grow up healthy and strong. Will you join us in signing the Pledge?

The Greater Pittsburgh Community Food Bank provides information on emergency distributions, applying for the Supplemental Nutrition Assistance Program (SNAP), accessing a food pantry near you, and more. Just Harvest

Just Harvest continues to provide assistance to community members applying for the Supplemental Nutrition Assistance Program (SNAP), Medical Assistance, and the Temporary Assistance for Needy Families (TANF) Program, as well as case advocacy and eligibility screenings.

Southwest Pennsylvania Meals on Wheels

Southwest Pennsylvania Meals on Wheels provides home meal delivery for people over the age of 60 and to those of any age who are recovering from an injury, illness, or surgery. The program costs seven dollars per day, which provides two meals. A quart of milk is provided once a week. Meals can be provided as many days a week as needed.

Services are available to community members living in the following areas: Beechview, Bridgeville, Carnegie, Cecil, Clinton, Collier Township, Crafton, Dormont, Greentree, Heidelberg, Imperial, Ingram, Mt Lebanon, Oakdale, Robinson Township, Scott Township, South Fayette, Upper St. Clair, and Westwood. South Hills Interfaith Movement (SHIM)

SHIM provides access to their pantry items via pre-packaged boxes. However, shop-thru style pantries are temporarily suspended. All pantry volunteers will implement safe distancing, wear gloves at all times, and sanitize all services.

Services are available to community members in the following school districts: Baldwin-Whitehall, Bethel Park, South Park, Keystone Oaks, Mt. Lebanon, and Upper St. Clair. Visit the SHIM website to learn more about the program and view their pantry hours.

JFCS Squirrel Hill Food Pantry

COVID-19 Impact on Child Care Survey Now Available

Many states, including Pennsylvania, have ordered all non-life-sustaining businesses to close their physical spaces as a mitigation effort to slow the spread of the coronavirus (COVID-19). While lists of impacted businesses often include gyms, movie theaters, and clothing stores, they also often include a critical service that impacts families and caregivers across the nation: child care.

To better understand the impact that the COVID-19 pandemic has had on families and caregivers, the National Association for the Education of Young Children (NAEYC) has launched a detailed survey and is seeking submissions from the public.

About

On March 12, 2020, NAEYC launched a survey asking child care programs to share the challenges they were expecting to face and to comment on what they needed to protect children, families, and our nation’s supply of child care programs. NAEYC received responses from 11,500 educators in family child care and center-based programs across the country, which has helped shape federal and state responses to the pandemic. 

Now, several weeks into the pandemic, as many states take action and a federal stimulus bill has passed, NAEYC is launching a more detailed survey with the intention to help organizations and policymakers understand the ongoing impacts of COVID-19 and the solutions that have been put forth thus far.

PA DHS Announces KinConnector Helpline

On August 1, Pennsylvania Department of Human Services’ (PA DHS) Secretary Teresa Miller and Aging Secretary Robert Torres announced a helpline for families in kinship care situations, including grandparents raising their grandchildren because of the opioid crisis.

About

The KinConnector helpline was created by Act 89 of 2018, which established a kinship navigator program for Pennsylvania. KinConnector will act as a bridge that helps families identify resources, including gaining access to local, state, and federal resources. The KinConnector helpline is staffed by Kinship Navigators–compassionate, knowledgeable social service professionals prepared to help families locate, understand, and access resources that may be able to help them. This helpline, however, is just the beginning. A website of resources is set to launch in late 2019.

KinConnector Helpline

KinConnector can be reached by calling 1.866.KIN.2111 (1.866.546.2111). Assistance is available Monday through Thursday, 9 a.m. to 10 p.m., and Friday, 9 a.m. to 5 p.m.

Services

Examples of provided services include:

    • connecting caregivers to health, financial, and legal services,
    • connecting caregivers to training and parenting advice,
    • identifying local physical or behavioral services,
    • identifying support groups,
    • helping caregivers enroll a child in school,
    • helping caregivers apply for federal, state, and local benefits such as CHIP and Social Security,
    • and other services designed to support caregivers.

Why Kinship Matters

Kinship care is becoming more common in Pennsylvania, with grandparents, aunts, uncles, or siblings often stepping in to fill the role of parents who are seeking treatment or, in the most tragic cases, have died from the disease of addiction. Kinship care guardians often make a selfless choice to care for a young relative and ensure they receive care and support from a family member they know and trust, even when processing their own emotions around their family’s situation.

Children being cared for by relatives are less likely to end up in foster care and will experience better outcomes when they are living with a relative or someone they know. KinConnector will help ease the burden on these families and give them the tools and resources they need to be successful.

Trying Together Updates Privacy Policy

Today, Trying Together released their updated Privacy Policy. This update was guided, in part, by the recent announcement that Facebook “will begin offering businesses a first-party cookie option with the Facebook pixel.” With this change, Trying Together works to remain proactive in letting their users know about and understand how this may affect their daily usage.

Although internet browsers have been using cookies since the 1990s, internet tracking has remained a hot subject in the conversation digital privacy and security. This is no surprise as cookies themselves store specific pieces of a user’s information such as usernames, passwords, web histories, and more. However, when it comes to understanding the varying types and uses of cookies, the average American citizen may not be up to speed.

What Are Cookies?

In addition to a delicious snack, the term “cookies” is used to refer to small packages of data that are stored on our computers. These packages, or files, contain specific pieces of data in an attempt to better personalize the user’s experience. This data may consist of information such as entered usernames, saved passwords, entered addresses, and more. It’s because of these packets that users can remain logged into social media sites between uses, create “shopping carts” on online purchasing sites, and receive personalized ads based on your own shopping preferences. However, when considering internet privacy and security, it’s important to look deeper into what types of cookies are in place, which parties have access to cookies, and how each party utilizes that data.

First-Party and Third-Party Cookies

First-party cookies, as mentioned in the recent Facebook announcement, are packets of information collected by the website you are visiting. For example, if someone uses the Trying Together page and enters their name and email, cookies may pick up that information and store it just in case the user may need to insert that information on that website again in the future. These types of cookies are allowed in every web browser by default and enable features such as creating a “shopping cart” and staying logged into a social platform between uses. In general, websites utilize these cookies to increase ease of access or to curate website traffic analytics, however additional features may be included as well.

Third-party cookies, however, are packages of information that are collected by a domain that is not the website the user is visiting. One of the primary uses of third-party cookies is to track browsing history to detect trends, generally represented through benefits such as personalized ads or recommendations. In relation to affecting a user’s day-to-day usage, third-party cookies play a very small role. These cookies are also enabled by default.

As a consideration, all cookies are public, regardless of their type. It is best to monitor what type of information you are providing and to read through each website’s privacy statements to see how that data may be utilized.

Cookie Concerns

Concerns surrounding cookie use typically include topics related to privacy and security. For privacy, one concern is that because websites store packages of data and website usage, third-parties such as advertisers, users, and even government agencies can gain access to that information if given permission. For security, a major concern is security holes in browsers that may enable malicious parties to gain access to sensitive information such as credit card information, emails, and passwords. Both of these concerns hold weight and users should be proactive in looking into and understanding how their data is being utilized by the websites they are frequenting.

Disabling Cookies

If all of this talk about cookies and data storage is making you antsy, no need to worry. Users can disable both types of cookies at any time by changing their browser settings. Simply click on the “Help” menu or “Help Center” in your browser settings to learn how to adjust your tracking settings and cookie preferences. On mobile devices, this can be done by editing your “Privacy” settings through your browser.

Keep in mind that disabling cookies may impact your ability to interact with a website. While disabling third-party cookies hardly impacts a user’s daily usage, disabling first-party cookies may affect website functions such as login credentials, purchasing ability, and general efficiency.

How Does Trying Together Utilize Cookies and Data?

As a brief overview, Trying Together utilizes cookies and collected data to provide customized content, contact users, fulfill orders, and more. We use various technologies such as cookies, web beacons, and pixel tags to store limited information when users interact with our site and emails. As an example, information may include non-personal data such as a mobile device identifier or MAC address, browser type, device model, and more. It may also include elements of service usage such as date and time of access, page visits, duration of visits, and others. On occasion, more personal information may be stored such as name, username, demographic information, and other publicly-observed data.
