2021-22 Pennsylvania Budget Proposal Response

On February 3, during his 2021-22 budget proposal address, Pennsylvania Gov. Tom Wolf put an emphasis on Pennsylvania families.

As a member of Early Learning Pennsylvania (ELPA), a statewide coalition of advocates focused on supporting young Pennsylvanians from birth to age five, Trying Together commends the governor’s continued commitment to growing state funding for pre-k. However, additional effort is needed to boost the availability of quality child care and home visiting services that are essential to Pennsylvania’s working families and our economic recovery.

ELPA operates three issue-based advocacy campaigns: Pre-K for PA, Start Strong PA, and Childhood Begins at Home.

Governor Wolf’s state budget proposal included:

Pre-k

  • $25 million in additional funding for the state’s Pre-K Counts program.
  • $5 million in additional funding for the Head Start Supplemental Assistance Program. Together, this $30 million expansion would serve approximately 3,270 additional young children. Currently, more than 106,000 eligible three- and four-year-old children do not have access to high-quality publicly funded pre-k programs.

In a press release, ELPA states, “During a difficult budget year, Governor Wolf deserves credit for his continued support of expanded access to publicly funded, high-quality pre-k in PA. The $30 million funding increase for these programs in the proposed 2021-22 PA budget ($25 million for Pre-K Counts; $5 million for Head Start State Supplemental Assistance Program) continues the tradition of expanding this once-in-a-lifetime opportunity to thousands more three- and four-year-olds.

“A new study by the University of North Carolina Chapel Hill confirmed that the Commonwealth’s investment in pre-k is paying dividends for the children fortunate enough to access pre-k through Pennsylvania’s Pre-K Counts program. In language and math skills, the study showed that these kids outperformed their kindergarten peers who did not enjoy access – an advantage that equated to four to five months of learning gains, which is a substantial difference in development at that age and a meaningful advantage during the COVID-19 era.”

Child Care

  • $87 million in existing federal child care funds to increase child care base rates.

Base rates for CCW reimbursements will be increased to the 40th percentile of the market rate for child care in the provider’s region, up from approximately the 25th percentile where most of Pennsylvania’s child care providers currently sit. This change brings Pennsylvania closer to the federal government’s recommendation of reimbursing at the 75th percentile.

Trying Together and the ELPA campaigns commend the Wolf administration for this proposed change, however, the child care industry needs an additional boost.

“Pennsylvania’s working families struggled to find and afford high-quality child care prior to the pandemic. Today’s economic downturn has only exacerbated this problem,” the ELPA press release states. “Start Strong PA urges Governor Wolf and the Pennsylvania General Assembly to address these child care needs by quickly utilizing federal funds to serve 3,000 additional eligible infants and toddlers in high-quality slots through contracts, which provides greater financial stability to providers.”

Evidence-based Home Visiting

  • Level funding for home visiting.

The current public health crisis, isolation, stress, and unemployment have made home visiting more essential than ever. Trying Together and the ELPA campaigns hope to work collaboratively with the administration and legislature to expand evidence-based home visiting services to match that commitment with the resources to make it a reality.

Promoting Inclusion in ECE Programs

On September 30, the Office of Child Development and Early Learning (OCDEL) released guidance on strategies early learning programs should use to ensure all young children with disabilities and their families have access to high-quality, inclusive programming.

About

OCDEL issued this announcement to provide guidance on strategies that promote inclusion for all students, set an expectation for high-quality programs to be inclusive of children with disabilities, and identify resources available to local early learning programs.

Who Does This Apply To?

Effective October 1, 2020, this announcement applies to both federally- and state-funded programs, including Child Care Works, Child Care Certification, Early Head Start, Head Start, Early Intervention, Home Visiting programs, Keystone STARS, Head Start Supplemental Assistance Program, Pennsylvania Pre-K Counts, and Family Centers.

Next Steps

To promote inclusion, local early learning programs must complete the following actions:

1. In collaboration with program staff and families:

    • develop and implement a written program policy that focuses on actively including young children with disabilities in your early learning program;
    • review and modify existing policies, practices, and procedures to ensure barriers are removed that would prevent children with disabilities from accessing or participating in your early learning program; and
    • develop resources for effective communication between families and program staff to ensure families know the benefits of and their rights related to inclusion.

2. Assess staff competencies and implement professional development, which includes family perspectives, related to inclusion based on the needs of staff and families.

3. Seek assistance from your local Early Learning Resource Center (ELRC) to identify examples of inclusive program policies, structures, and activities to provide models of dissemination and replication throughout Pennsylvania.

4. Develop and strengthen partnerships between your program and Early Intervention programs so that supports and services for children with disabilities can be provided within the daily routines and activities of high-quality early learning programs.

5. Participate in ongoing opportunities for stakeholder input and professional development opportunities on additional OCDEL guidance related to the inclusion of all children.

6. Implement this policy in conjunction with the Announcement, Reduction of Expulsion and Suspension in Early Childhood Programs in Pennsylvania and any additional guidance related to the inclusion of all children.

OCDEL’s Support

To promote practices that support the inclusion of all young children in early learning programs, OCDEL will complete the following actions:

1. In collaboration with and input from stakeholders and families, OCDEL will:

2. OCDEL will provide individualized support, including on-site coaching and consultation, to OCDEL-funded programs.

3. Through the ELRCs, OCDEL will:

    • identify opportunities for community partnerships to promote inclusion, including partnerships for providing individualized support, professional development, and other capacity-building resources;
    • provide support and guidance to assist child care programs to progress in their Keystone STAR level rating; and
    • support child care programs to understand their vital role in supporting inclusion.

Hello Baby: A New Website for Parents in Allegheny County

For many new parents, particularly those with limited resources and support, welcoming a child to the family can be both a joy and a challenge. That’s why the Allegheny County Department of Human Services (DHS) created Hello Baby, a voluntary program for any Allegheny County family with a newborn or young child.

What is Hello Baby?

Hello Baby is a voluntary program for parents of new babies that is designed to strengthen families; improve children’s outcomes; and maximize child and family well-being, safety, and security.

Every new mother in Allegheny County will receive information about Hello Baby and may receive an initial visit from a nurse to talk about the program in more detail. Information will be available at primary birthing hospitals, obstetrician/gynecologist offices, and pediatric practices, and will be mailed to new mothers as a postcard.

Hello Baby will reach families with moderate to high levels of need through the existing network of Family Centers. However, any family can request services from a Family Center through the Hello Baby website, 2.1.1 warmline, or texting service. All services are voluntary.

Pennsylvania Expands Home Visiting Support

In October 2019, the Wolf Administration announced that, under the guidance of the Department of Human Services (DHS), it is expanding home visiting supports to first-time mothers and mothers of children with special needs covered by Medicaid. The expansion, made possible in collaboration with physical health Medicaid managed care organizations (MCOs), will guarantee at least two home visits to new parents and families with children with additional risk factors across Pennsylvania, expanding access to evidence-based models that promote and support healthy child and family development.

About

Since 2015, investments totaling nearly $16.5 million in state funds have helped increase the number of children and families who can receive home visiting supports in communities around Pennsylvania. Guaranteeing a minimum of two home visits to all first-time mothers and mothers of children with special needs through Medicaid continues this work.

“Being a parent can be a challenge for anyone,” said Secretary Miller. “Because children don’t come with an instruction manual, home visiting programs create support systems for families to learn to better understand children’s needs, monitor milestones, and identify other opportunities for support that can continue to facilitate healthy long-term growth.”

The home visiting expansion is effective January 1, 2020 through the MCOs’ 2020 agreement. Under the new agreements, MCOs will be required to establish an evidence-based, standardized maternal, infant, and early childhood home visitation program for all first-time parents and parents of infants with additional risk factors. All parents and children identified through this effort will receive at least two home visits at no cost, and depending on need, may be referred to other established home visiting programs to continue these services. DHS expects that these programs will be in place with eligible new parents receiving home visiting services by July 1, 2020.

“There is no more important focus of my administration than giving all children and families a strong start,” Gov. Wolf said. “By expanding access to evidence-based home visiting programs, we will put more kids, parents, and families on a path to a healthy, happy future.”

What is Home Visiting?

Evidence-based home visiting family support programs have a family-centered focus and strength-based approach that works with both the child and parent. A home visitor can help parents gain the skills and connect to resources necessary to improve their family’s health, safety, economic security, and success in early childhood education.

Studies of various nurse-family partnership programs have shown positive impacts for the mother and baby during pregnancy and after birth, such as a decrease in domestic violence and smoking during pregnancy, a significant decrease in pre-term births, and a majority of babies being born at a healthy weight. Home visiting can also improve parents’ child development knowledge and skills, help develop social support systems, and improve access to education, health, and community services.

Examples of services include:

    • monthly parent meetings;
    • regularly scheduled home visits with trained family development specialists; and
    • routine screenings to identify post-partum depression and detect potential problems with vision, hearing, growth, and learning age-based milestones.

What You Can Do

While there have been increased investments in home visiting, only 15,900 children are estimated to be served in the current state fiscal year. That’s only five percent of the children who would benefit from these services the most. Join the statewide campaign Childhood Begins at Home in advocating to maintain and build on state investments in evidence-based home visiting.

Response to Governor Wolf’s Budget Proposal

On Tuesday, February 5, Governor Tom Wolf presented his fiscal year 2019-20 budget proposal. In highlighting his plan to make the Pennsylvania workforce the strongest in the nation, he outlined several increases in early care and education programs, as well as his plans to spend over $101 million in federal child care funds. Governor Wolf’s proposal includes the following:


Child Care

  • $15 million in federal funds to provide subsidized child care for 970 additional infants/toddlers in STAR 3 and 4 programs.
  • $10 million in federal funds to provide a 28 percent increase to tiered reimbursement rates for STAR 2, 3 and 4 providers for infant/toddler care.
  • $2 million in federal funds to support an “Early Childhood Career Pathways Initiative” for education, training and professional supports for an apprenticeship, or work-based learning model for professionals serving infants/toddlers in early care and education programs.
  • $74 million in federal funds to provide a rate increase for subsidized providers for an increase in the minimum wage to $12/hour.

Today only one-third of subsidized children are accessing high-quality STAR 3 and 4 care, 4,300 children are on the subsidy waiting list, with families waiting 88 days to access subsidies they need to work, 50 percent of child care staff are receiving public assistance and child care subsidy reimbursements do not cover the cost of quality care. Trying Together, along with nine partner advocacy organizations, launched a new advocacy campaign last week – Start Strong PA – to turn those numbers around and increase access to high-quality child care for families so their infants and toddlers can grow, learn and succeed.

We are pleased to see the federal spending plan includes a waiting list initiative to serve more infants/toddlers in high-quality care and an increase in tiered reimbursement that will provide further program stability and consistency in teacher:child relationships. These are proposals for which we and partners advocated and align with our goals. We also believe the “career pathways” initiative will help to attract and retain talented early care and education teachers, another hallmark of the campaign.

Trying Together looks forward to learning more about Governor Wolf’s minimum wage proposal’s impact on the professionals in our field and the programs in which they work. While we appreciate the allocation of these critical federal dollars and again thank our federal delegation for strong, bipartisan support for high-quality child care, we are concerned with the lack of new state investments in this area.

Pre-K

  • $40 million for the Pre-K Counts program
  • $10 million for the Head Start Supplemental Assistance Program

This expansion would serve 5,500 additional young children.  

Today the commonwealth ranks 18th of the 30 states investing in high-quality, publicly-funded pre-k and with this investment 100,000 children still lack access. As a leading partner in the Pre-K for PA campaign, Trying Together is advocating that lawmakers fully-fund Governor Wolf’s proposal.

Evidence-Based Home Visiting

In addition, the budget proposal includes a $5 million investment in evidence-based home visiting programs to expand home visiting for 800 eligible families.

Evidence-Based Early Intervention

There is a $15 million state funding increase proposed in the Department of Education budget and a $9.75 million increase in the Department of Human Services (DHS) budget for Early Intervention to continue to support the cost of children receiving services.
